Fred Turner earned B.S., California State University, Long Beach, 1977, with high distinction; J.D., Loyola Law School, 1980, cum laude; admitted to practice, California, 1980. Admitted to practice in United States Court of Appeals for the Ninth Circuit, United States District Court, Central District of California, and Southern District of California. Member of the State Bar of California, Orange County Bar Association, and Los Angeles County Bar Association. Rated by Martindale Hubble as “av”, the highest rating for competence and ethics for an attorney.
Actively involved in alternative risk solutions since 1986, including the drafting of insurance policies, coverage issues, forming over 200 captives and successfully handling several Internal Revenue audits of captives. Moreover several large insurance companies have retained him including Hartford Insurance, Cuna Mutual Insurance Company, Fidelity Title Insurance company, Chicago Title Insurance Company and American Title Insurance Company. When the Internal Revenue Service requested comments from the captive industry on certain captive insurance company issues, the Utah Captive Owners Association called on Fred Turner to write a response paper from the association related to tax issues faced by captive insurance companies.


Deanna Gilpin

Since joining Active Captive in 1997, Deanna has assisted clients on a wide range of assignments in the design, viability approval, capitalization, on going administration and compliance of privately held captives. She currently holds the position of Corporate Controller and Client Administrator. Deanna has an extensive background in domicile relationships, captive management, insurance coverage, accounting and policy administration. Deanna is responsible for the management and supervision of client accounts including financial and regulatory reporting. Deanna received her B.S., Economics California State University of Long Beach in 1986.


Rick S. Weiner

Rick's primary responsibilities include client and product development. Rick is a highly experienced attorney and certified public accountant with a practice dedicated to the complex planning and transactional needs of high net-worth families, entrepreneurs, and business owners. Rick has practiced in Orange County California for over 20 years. Rick specializes in providing advanced and comprehensive estate, gift, corporate, partnership, real property, and tax planning services. Rick serves his clients beyond any single transaction to assist them in accomplishing their ultimate objectives and long-term strategic needs.
Rick graduated from UCLA with a degree in Economics. Rick joined Arthur Andersen & Company in 1984 as an audit and tax professional. Rick later earned a law degree from Arizona State University (1989) and was later qualified by the California and Nevada State Bars for practice in those states. He is also a licensed CPA in the State of California. This experience has enabled Rick to work with generations of families to help them facilitate their objectives for integrated tax, business, and estate planning and administration.


Park Eddy

As the Executive Vice President for Active Captive Management, Park specializes in the design of captive insurance companies and highly specialized alternative market programs. Operating primarily in a supporting role with the clients existing risk management department or firm, in the design, implementation, and ongoing management of insured and self-insured programs. Since 2003, Park has been actively involved the technical and operational aspects, necessary to ensure the success of highly specialized alternative market programs. Prior to applications in the alternative risk market, Park’s background involved the sales, management and marketing of pension investment programs for John Hancock, formally Manulife Financial and The Guardian Insurance Companies. He holds Bachelor of Science and Master of Business Administration degrees in Investment Finance from the University of Southern California. He is a licensed property and casualty, and life insurance broker and holds a NASD Securities licenses, Series 6 and 63. Prior to starting his professional career in the financial industry, he had the opportunity to race in the America’s Cup in 1987.

Todd Collins

Todd is responsible for the accounting and financial reporting of Active Captive Management's clientele and corporate operations. He has over 12 years of experience in auditing, accounting and management services throughout various captive related industries including real estate, high-technology, manufacturing and distribution.
Prior to joining Active Captive Management, Todd spent 10 years in a national public accounting firm, assisting both public and private companies. Having graduated with honors from California State University, Fullerton in 1996 he earned his Certified Public Accounting status in 1998. Todd is also a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants.


Michael C. McKahan

As Chief Operations Officer, Michael is responsible for the client management systems and efficiencies of the company’s captive management and insurance applications as well as the Company’s branding and strategic marketing relationships.
Michael has over 20 years of CMS experience and has represented sales and marketing platforms in the lending and advertising industry. Prior to joining Active Captive, he held executive operations positions with nationally recognized mortgage corporations. Michael is a graduate of Central Michigan University.


Thomas N. Pappas

Thomas is responsible for client and strategic development on the National level. Prior to joining ACM, Thomas held the position as CEO of United Healthcare of PA From 1992 to 1997 Pappas served as the Senior Vice President, Managing Principal and Global Sales & Marketing Manager for Johnson & Higgins, a global professional services firm providing advice and solutions in the areas of risk, strategy and human capital. Pappas has held a variety of roles for the Union League of Philadelphia, including Board Member, Vice President and President. Today, the transformative CEO is known on a national level for his accomplishments, the breadth of which have earned him numerous honors including the recent dedication of the Thomas N. Pappas Business Center at the Union League of Philadelphia. Thomas is a graduate of La Salle University and the Wharton School at the University of Pennsylvania.

Susan Jacobson

Susan Jacobson serves as Vice President of Risk Management, responsible for quality control in the areas of: Risk Assessment, Risk Control and Policy Management.
Prior to joining the Active Captive team, Susan served as Vice President of Risk Management in the real estate development industry. In that capacity she managed numerous captives on behalf of the parent company and managed the insurance portfolio, risk related issues, claims management and business continuity. Additionally, she provided expertise related to company contractual matters, always ensuring the Company is in the best possible risk prevention position. Mrs. Jacobson received her B.A. degree, from the University of California, Irvine in 1991.
