In 1996 Mr. Turner entered the field of alternative risk solutions through the course of representing clients on insurance matters and has been retained by several large insurance companies including Hartford Insurance, Cuna Mutual Insurance Company, Fidelity Title Insurance Company, Chicago Title Insurance Company and American Title Insurance Company. Mr. Turner is also acknowledged by the Internal Revenue Service for captive industry commentary, is a member of the Utah Captive Owners Association and has published opinions related to tax issues faced by captive insurance companies. As a captive manager, Mr. Turner has overseen the formation of over 600 captive insurance companies. In 2011 Mr. Turner was selected to serve as Vice Chairman of the American Bar Association as an authority on Captives.
In 2005 Mr. Turner formed Active Captive Management (ACM) as a full service provider of risk solutions from a central location with a keen focus on direct customer service. ACM’s captive model and national network of strategic partners has combined to achieve a top 7 ranking internationally, managing in excess of 150 companies and $100mm in premiums. ACM is an approved captive manager in 7 U.S. on-shore jurisdictions and 3 off - shore jurisdictions.
Deanna Gilpin

Since joining Active Captive in 1997, Deanna has assisted clients on a wide range of assignments in the design, viability approval, capitalization, ongoing administration and compliance of privately held captives. She currently holds the position of Chief Financial Officer and Client Administrator. Deanna has an extensive background in domicile relationships, captive management, insurance coverage, accounting and policy administration. Deanna is responsible for the management and supervision of client accounts including financial and regulatory reporting. Deanna received her B.S., Economics California State University of Long Beach in 1986.
Rick S. Weiner

Rick's primary responsibilities include client and product development. Rick is a highly experienced attorney and certified public accountant with a practice dedicated to the complex planning and transactional needs of high net-worth families, entrepreneurs, and business owners. Rick has practiced in Orange County California for over 20 years. Rick specializes in providing advanced and comprehensive estate, gift, corporate, partnership, real property, and tax planning services. Rick serves his clients beyond any single transaction to assist them in accomplishing their ultimate objectives and long-term strategic needs.
Rick graduated from UCLA with a degree in Economics. Rick joined Arthur Andersen & Company in 1984 as an audit and tax professional. Rick later earned a law degree from Arizona State University (1989) and was later qualified by the California and Nevada State Bars for practice in those states. He is also a licensed CPA in the State of California. This experience has enabled Rick to work with generations of families to help them facilitate their objectives for integrated tax, business, and estate planning and administration.
Park Eddy

As the Executive Vice President for Active Captive Management, Park specializes in the design of captive insurance companies and highly specialized alternative market programs. Operating primarily in a supporting role with the clients existing risk management department or firm, in the design, implementation, and ongoing management of insured and self-insured programs. Since 2003, Park has been actively involved the technical and operational aspects, necessary to ensure the success of highly specialized alternative market programs. Prior to applications in the alternative risk market, Park’s background involved the sales, management and marketing of pension investment programs for John Hancock, formally Manulife Financial and The Guardian Insurance Companies. He holds Bachelor of Science and Master of Business Administration degrees in Investment Finance from the University of Southern California. He is a licensed property and casualty, and life insurance broker and holds a NASD Securities licenses, Series 6 and 63. Prior to starting his professional career in the financial industry, he had the opportunity to race in the America’s Cup in 1987.
Todd Collins

Todd is responsible for the accounting and financial reporting of Active Captive Management's clientele and corporate operations. He has over 12 years of experience in auditing, accounting and management services throughout various captive related industries including real estate, high-technology, manufacturing and distribution.
Prior to joining Active Captive Management, Todd spent 10 years in a national public accounting firm, assisting both public and private companies. Having graduated with honors from California State University, Fullerton in 1996 he earned his Certified Public Accounting status in 1998 (Currently inactive). Todd is also a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants.
Michael C. McKahan

Michael is responsible for the Quality Controls and Client Management Systems for ACM’s client and strategic advisor base. Michael also manages domicile relationships, regulatory compliance, and company branding and strategic marketing relationships. Michael has over 20 years of CMS experience and has represented operational, sales and marketing platforms in the lending and advertising industry. Prior to joining Active Captive, he held executive operations positions with nationally recognized mortgage corporations. Michael is a graduate of Central Michigan University.
Susan Jacobson

Susan Jacobson serves as Vice President of Risk Management, responsible for quality control in the areas of: Risk Assessment, Risk Control and Policy Management.
Prior to joining the Active Captive team, Susan served as Vice President of Risk Management in the real estate development industry. In that capacity she managed numerous captives on behalf of the parent company and managed the insurance portfolio, risk related issues, claims management and business continuity. Additionally, she provided expertise related to company contractual matters, always ensuring the Company is in the best possible risk prevention position. Mrs. Jacobson received her B.A. degree, from the University of California, Irvine in 1991.
Cinda Carbone

As the Executive Vice President of Alterative Risk Solutions, Cinda is responsible for providing consulting services on issues related to the captive world, including education, domicile regulatory compliance, analysis involving feasibility studies, pro forma financial projections, strategic reviews of existing captives, formation of new captives, and the expansion of existing captives.
Prior to joining Active Captive Management, Cinda worked at Marsh & McLennan as Assistant Vice President in Marsh’s Captive Advisory practice for the western U.S., based in Newport Beach, CA. Previously she was a Captive Account Manager with Marsh in Honolulu, Hawaii. In addition, Cinda was Marsh’s Marketing Liaison for the State of Arizona, Hawaii, Utah, and Nevada. Cinda has been directly involved in a wide variety of captive insurance structures and industry groups.
Prior to joining Marsh in 2004, Cinda was the Division Controller for Supervalu, Inc., which at the time, was the nation’s largest grocery wholesaler.
Cinda received her Bachelors Degree in Business Administration – Accounting from Iowa State University. Cinda received her Associate of Captive Insurance (ACI) certificate from ICCIE in 2009. Cinda earned her Certified Public Accounting status in 1988 (currently Inactive) and holds a California P&C Broker / Agent License.
